St. Vincent de Paul began developing affordable housing in 1988 and currently owns and manages over 1,500 units of housing including single resident occupancy, multi-family rental housing, transitional housing, and affordable first time home ownership. St. Vincent de Paul’s award winning housing projects are recognized for their attractive design and commitment to energy efficiency.

Alona Place

Alona Place opened in August 2016 bringing to Junction City its first affordable family housing in decades. Alona Place is nestled among established neighborhoods and borders the Junction City High School campus. Its centerpiece is a heritage white oak, and the design leaves natural space for the tree’s continued health.
Eight one-, 20 two- and 11 three-bedroom units comprise Alona Place. Each is equipped with kitchen appliances, is cable-ready, and has a patio. Tenants enjoy a centrally located community room, on-site laundry, and a community garden.
Each unit has a designated parking space. Visitor parking is available. A state-of-the-art playground is situated near the tree that inspired the Alona name, which is Hebrew for oak.
Three of Alona’s units are ADA compliant. Pets are allowed with an additional deposit.
Alona Place is located at 1170 West 1st Ave. in Junction City, Oregon. Heritage oak stands guard over its namesake.

Ash Meadows

The Ash Meadows development includes permanent rental duplexes and single-family homes. There are 18 units of rental housing and 13 single-family homes, all two and three bedroom units. These units are available for persons at or below 50 and 60 percent of area median income. The 6-acre site also includes a new public road and two acres of restored wetlands with on-site storm water retention. The rental units incorporate the following green building techniques: radiant floor heating, on-demand water heaters, recycled cotton insulation, and recycled decorative glass. All units have washers and dryers. Community amenities include a basketball court, BBQ, and playground. The project also includes a cooperative effort with two other non-profits for the lease-to-own portion of the development.
Wallerwood Apartments

Wolf Ridge/Stayton Family

Wolf Ridge provides 51 units of affordable housing in Stayton, OR. This project was co-developed with Housing Partners, Inc. This development showcases dense housing for very low income families with on-site Head Start. The Myrtlewood

The Myrtlewood is a 4-story building consisting of 35 one-bedroom units located in Springfield, OR. The units are affordable for households earning 50% or less of area median income. Four units are targets for developmentally disabled individuals who are clients of Mainstream Housing and four units are for households who have either serious mental illness (SMI), intellectual disability (ID), or developmental disability (DD). The project meets Earth Advantage Certification.
The Myrtlewood features a community room, onsite laundry, security, and secure ground-level storage. It has an outdoor patio and a resident onsite manager.
The Myrtlewood also provides appropriate and enriching services for its residents. These include: services to promote health and wellness, services that promote self-sufficiency, services to build residential community; and services that support good tenancy.


Stellar Apartments

Stellar Apartments is a 54 unit family housing development located just north of the Westmoreland School site at 17th Avenue and City View Street in Eugene. This project includes a mixture of one, two, and three bedroom townhome style apartments and flats.
10 units in the complex are targeted for National Guard families (currently serving or completed deployment), and 4 units set aside for family clients of VetLIFT, serving homeless veterans with families. A large community garden is shared by residents and Lane ESD school programs next door.
All units meet comply with Earth Advantage Certification, which includes Energy Star rated appliances, lighting and windows; low VOC paints, finishes, sealants and adhesive; fresh-air ventilation system designed to promote healthier indoor air; and low-flow water fixtures. In addition, one building (consisting of six units) is built to Passive House standards, with high levels of insulation and other features that will mean extremely low utility bills for tenants. Stellar Apartments is one of the first multi-family housing projects in the country to use these standards.

Spruce Terrace is a development of attractive duplexes in Mt. Angel, OR resulting in a total of 34 units of affordable housing. SVDP partnered with Mt. Angel Training Center and St. Joseph’s Shelter to set aside service assisted units for their clients. There are 6 accessible units, each with washer/dryer hookups. Unit sizes are a mixture of one, two, and three bedroom units, affordable to persons at or below 40 and 50 percent of area median income. Project amenities include onsite laundry, community room with computer lab, community garden, and playground.

South Hilyard Terrace

The 22 bungalow style townhouses at South Hilyard Terrace were completed in August 1999. This project features 2 and 3 bedroom units, a community room with laundry facilities, community gardens, an on-site Resident Services Coordinator, and is adjacent to a public park. Rents are affordable for persons at or below 50 percent of area median income. Some units are reserved for transitional families and developmentally disabled. The South Hilyard site was the City of Eugene’s first landbank site, and was held for affordable housing for over 20 years. This housing development is a point of pride for our organization, the City of Eugene, and the neighborhood where it is located. It is often featured on housing tours and has become a prime example of quality affordable housing and neighborhood compatibility.


Sommerville Place Apartments

Under St. Vincent de Paul ownership since 2013 and management since 2015, Sommerville Place Apartments offers a country atmosphere with Head Start on site, located within a few blocks of other Harrisburg schools and city amenities. The 28-unit, townhouse-style complex features a community room and playground, laundry facilities, established landscape, plenty of covered parking, and storage. The recently upgraded units have built-in dishwashers.

Santa Clara Place

Santa Clara Place is located in the desirable Santa Clara area of north Eugene. The site is located in close proximity to public transportation, medical services, shopping, and other services. It consists of 60 units of affordable housing designed to meet the needs of a diverse population. The 1, 2, and 3 bedroom units are suitable for families, seniors, and disabled persons. Rents are affordable for persons at or below 50% of area median income. The site is designed for optimal density while encouraging community interaction. Site amenities include a community room, computer room, an on-site Resident Services Coordinator, and play areas.
This project exceeds the Earth Advantage program requirements for sustainable design and energy efficiency. These features include: solar water heating systems, grasspave to reduce impervious surface, low toxicity laminate flooring, and optimized site density. Another key feature of this project is its location, with close, walkable proximity to transportation and a variety of shopping and other services.

Royal Building

The Royal Building is located in the heart of downtown Springfield at the corner of 5th and Main. The building serves as the cornerstone of Springfield’s downtown renaissance by providing new retail space and a residential population in the city’s core. The 5-story building features approximately 4,500 square feet of ground floor commercial space (which can be dividable) and four floors of quality, affordable housing. There are 33 one bedroom units affordable to people who are at or below 50% of area median income.
The building includes an outdoor terrace, community room, and on-site laundry, all located on the top floor. The units are efficiently designed for functional urban living. Special features include an innovative unit heating/cooling and water heating system that will save tenants an estimated 50% on their utility bills. A Resident Services Coordinator will connect residents to a variety of existing services, including senior and disabled services, food assistance, and information/referral service for their specific needs. Other on-site services include budgeting, nutritional classes, social clubs, and an amazing fifth-floor garden.

Ross Lane

Ross Lane provides 36 units of affordable housing in Eugene, OR. This development showcases dense housing for very low income families with onsite Head Start. In an ongoing effort to be environmentally responsible, this project features bio-swales that treat storm water on site. Project amenities include a playground, community room, onsite laundry, an onsite Resident Services Coordinator, and community garden.

The Omer Apartments project was a rehabilitation of a primary historic building in the downtown historic district of Cottage Grove. Oakwood Manor

Oakwood Manor is located on Oakpatch Road in west Eugene. This 72 unit complex has one, two, and three bedroom units. Half of the units are available to persons at or below 50 percent of area median income and the other half are for persons at or below 60 percent. Some units are designated for transitional housing families and for clients of other social service agencies. Project amenities include 2 playgrounds, community room, onsite laundry room, community garden, and a Resident Services Coordinator.

Oak Terrace

Oak Terrace provides 48 units of affordable family housing in Florence, OR. These two and three bedroom units are available for persons at or below 50 percent of area median income. The large site was subdivided to include rental housing, a St. Vincent de Paul Thrift Store, and a small strip mall. Project amenities include a community room, computer room, on-site laundry, community garden, and children’s play area. This project won Oregon Housing and Community Service’s award for best Resident Services. There are three accessible units available, and each include a washer and dryer in the unit.

Mill Street Apartments

The Mary Skinner Apartments was the very first Low Income Housing Tax Credit (LIHTC) project SVDP developed. This project provides 40 single room occupancy (SRO) units for very low income individuals. Each common kitchen area is shared by five tenants to use for cooking. Each tenant has their own bathroom. Project amenities include an onsite laundry room and pop machine.

Mac McDonald

The Mac McDonald development provides 24 units of rental housing in Eugene, OR. These 12 duplexes were built on a City of Eugene owned landbank site. The 24 units are a mix of two and three bedrooms available for persons at or below 50 percent of the area median income. All units have washer/dryer hookups.

The Lamplighter Apartments was an acquisition/rehab of an existing apartment complex. Most of the rehabilitation work was to increase the energy efficiency of the units, which increases affordability by passing on utility bill savings to the tenants. This apartment building consists of 15 units, a mixture of studio, one, and two bedroom apartments. These units are affordable to persons at or below 50 percent of area median income.

Completed in October 2010, the Lamb Building is a four story mixed use building, consisting of ground floor commercial space and 35 one bedroom affordable units. The building is named for longtime volunteer and Board member Don Lamb.
These affordable units are rented to individuals and couples at or below 50% and 60% of the area median income. Common amenities include a community room, outdoor terrace, and on-site laundry. This project is conveniently located with access to public transportation and in close proximity to shopping, food service, social service programs, and other urban amenities. The Lamb Building is a model of sustainable, environmentally-sound building principles.
Energy efficient measures at the Lamb Building will result in 32% savings overall. This includes a high efficiency heating and cooling system, solar water heating, fluorescent lighting fixtures, and EnergyStar appliances. These measures will save tenants money on their utility bills, further enhancing the project’s overall affordability.

Under St. Vincent de Paul ownership Ironwood Village offers very low, low, and moderate income families, elderly persons, and persons with disabilities are eligible to live at this property. Persons or Families living in substandard housing have priority for tenancy.
Iris Place

The newest affordable-housing property developed by St. Vincent de Paul (SVdP), at 1531-1563 River Road in Eugene.
The opening of Iris Place has 53 quality one-, two- and three-bedroom apartments to the local inventory of housing within reach for low-income residents. The property’s apartments are already spoken for, following the opening of a waitlist in June.
At Iris Place, most of the units are for households with income at or below 50 percent of area median income (AMI). Five units are for households at or below 30 percent of AMI.
Additionally, five units are set aside to provide safe, permanent housing for survivors of domestic and sexual violence who are served by the Hope & Safety Alliance. “We are excited about this partnership with SVdP to help survivors find safe homes and begin to move from surviving to thriving,” said Julie Weismann, executive director of Hope & Safety Alliance.

Project amenities include a community room with kitchen, laundry facilities, and a children’s outdoor play area.

The Garfield Trailer Park and Apartments consists of 19 single wide trailers and 9 stick-built rentals. These units are affordable for persons at or below 50 percent of area median income. When this development was acquired, it was a high risk environment with high risk activities taking place. SVDP purchased the park, worked with tenants to change behavior, connected them with appropriate services, and rehabbed the stick-built units. Police calls regarding the park have reduced drastically since SVDP has become the new owner, making it a safer place to live.

Corey Commons is a 21 unit complex built in Cottage Grove in 2004. These two and three bedroom units are available to persons at or below 50 percent of area median income. Units feature solar water heating systems and drain heat recovery systems to reduce tenants’ monthly expenses. Two units are set aside for farm worker families. Project amenities include a community room, computer room, onsite laundry, and a Resident Services Coordinator. This project was featured in the City of Cottage Grove’s application for All-American City status.

Bluebelle Apartments

This project was completed in two phases. Bluebelle I included the development of a public road and 10 units of rental townhouses. Bluebelle II was an in-fill lot that was subdivided into 7 lots. The original house on the lot was moved and rehabilitated and 6 new homes were built, for a total of 7 homes. Three of these homes are used for transitional housing and the remaining 4 houses are lease-to-own housing. Solar water heating systems are included in all the rental housing. Rents are affordable for persons at or below 50 percent of area median.


Bascom Village

A fruit of the City of Eugene’s landbank program that dedicates developable parcels to affordable housing, Bascom Village Phase 1 was completed in August of 2015. The 54-unit complex is named after the late Ruth Ellen Bascom, former Eugene mayor and longtime city councilor who traveled by bicycle well into her eighties.
Phase 1 has townhouse and ground-floor designs, kitchen appliances, and one off-street parking space per unit plus guest parking. The complex features a community room, on-site laundry, monitored bicycle storage, and a community garden.
Each unit has patio or balcony storage and is cable-ready. Three units are ADA compliant.
Phase II of Bascom Village is being developed just east of Phase 1 by the Housing Authority of Lane County. When complete, the entire Bascom Village complex will share a robust Resident Services program.

Bagley Downs

The housing at Bagley Downs was originally constructed as housing for shipyard workers in Vancouver, WA. After World War II, a large number of the housing was moved to Eugene to be used for student housing. In the mid 1990s, when the University decided to demolish the buildings to make way for new student housing, SVDP worked with other community partners to try and save some of the units. Thirty units were moved to a new site and rehabbed, making them more energy efficient and aesthetically pleasing.
The complex is located in close proximity to parks, schools, and other amenities. The two bedroom units are affordable for people at or below 50 percent of area median income and 10 units are set aside for low income community college students. Bagley Downs was the largest housing recycling project in Lane County’s history. The former mayor of Eugene remarked that this had been “the biggest pile of lemons ever transformed to lemonade in Eugene’s history.”

Aurora Building

The Aurora Building is a 5 story, 54 unit mixed use building located in downtown Eugene, with 7,000 square feet of commercial space on the ground floor. It was completed in January 2004 and was the first affordable housing development built in downtown Eugene in over 20 years. The overarching goal for the Aurora Building was sustainability. This goal was met by decreasing impact on good soils, using existing infrastructure, encouraging alternate modes of transportation, and being a model for energy efficiency.
Aurora is located one block from the downtown Lane Community College (LCC) campus, the mass transit center, the new library, and numerous entertainment, employment, and cultural centers. The project provides 54 units of housing and consists of 11 studio, 35 one-bedroom, and 8 two-bedroom apartments, 14 of which are set aside for LCC students. The rents are affordable to persons at or below 50 and 60 percent of area median income. An on-site Resident Service Coordinator works with tenants to form a resident council, designs enriching activities, and assists residents in accessing a variety of services that will enhance their quality of life.
Notable Features:
This project includes a geothermal heating and cooling system. The Aurora Building has received numerous awards: OHCS’s Excellence in Housing; AIA People’s Choice, and Downtown Eugene Inc’s “Excellence in Design.”

The Aster Apartments is a HUD-202 project, providing affordable housing to low-income seniors. The project consists of 54 one bedroom units, 1 two bedroom manager’s unit, and shared community spaces organized in a three-story, L-shaped building. The wings of the building house residential units joined together by a central lobby and ground floor community gathering spaces. The units have an open design and bathrooms and kitchens are organized to facilitate “aging in place” with sufficient room for wheelchair access and features such as grab bars, removable base cabinetry, lever controlled faucets and door hardware throughout. An emergency call system serves each unit.
The building also features a vehicular drop-off in front, to allow for convenient and safe passenger loading and unloading. All parking and walkways throughout the site are well-lit, visually open, and accessible to all residents and their guests. In addition, an array of services will be provided to residents of Aster Apartments specifically designed to assist seniors and the disabled to remain vital, engaged, and independent for a longer period of time. The services focus on both educational opportunities and opportunities for tenants to increase connectivity with the community at large.
